The over-all objective of the project is to ensure equitable and sustained access to water for the
wellbeing and livelihoods of all people in selected six gram panchayats. |

Building institutional capacity of Gram Panchayats towards understanding
groundwater status, addressing water allocation within the panchayats, and
developing their own set of local regulations on groundwater use and allocation |

Up-grading water access points and infrastructure to enhance better domestic
water access, water harvesting and higher irrigation water-use efficiency |

| » |
Supporting participatory processes to increase target group awareness,
understanding, solidarity and local ownership of the process towards
management of water in the village |

Establishing participatory systems of monitoring the rainfall pattern and
groundwater levels in each Panchayat area to build a database at village level and
also to disseminate the information in a simple and lucid form that a farmer can
use for his/her agricultural needs |

irrigation systems among groundwater users so as to reduce non-beneficial loss

Discrimination and inequalities in access to water resources, specifically groundwater, due
to social, gender, economic, and technological factors |

Drying up of wells and other water sources in villages leading to distress migration of
communities and sometimes suicides among farmers |

Unhealthy competition to access and exploit groundwater leading to conflicts and loss of

Inefficient water and energy use in agriculture leading to depletion of groundwater |

Lack of devolution of power and capacity to the existing institutions, including Gram
Panchayats, at village level towards effective local management of groundwater |

Reduced disparities in access to drinking water to the villagers especially benefitting dalits,

tanks in convergence approach with various Government schemes |

500 small and marginal farmers gain access to groundwater for supplemental irrigation
through encouraging traditional shared-wells as well as in new clusters |

Gram Panchayats can manage institutionalized local regulations and govern the equalized
allocations, use and management of water for the different purposes |

| Sustainability: |
| |
The core philosophy of the project lies in empowering the local communities in developing their
own regulations on water management. Towards this, Gram panchayats will be empowered and
facilitated to evolve tailor-made local norms and systems for improving resources management.
Appropriate demand-side management of groundwater through collective actions coupled with
ground water recharge augmentation will ensure sustainability of drinking water wells, which in
turn secures lives, well-being and livelihoods of project beneficiaries. The project evidently will
prove both viable and replicable as results become apparent after a few years in terms of better
water security for all and for all purposes. |
